To create role tag collections you must have permissions to write roles or hourly roles.
Each collection must have a unique name within the account and contain between 1 and 100 role tags.
Role tag names must be unique within their collection. Collection names are limited to 50 characters,
and the color must be a valid hex color code (e.g., #FF5733).
